Purchase could not be completed

I added $25 to account but when I try to make in-app purchase I get purchase can not be completed. Why?

We are fellow users, we won't know why. Contact iTunes Support as instructed to do and ask them : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Get Support)
