How can I transfer ringtone.m4r files from macbook to iphone 11?

My mother just got the new iPhone 11 Max and she wants to get her customized ringtones. So I have made one. The file is .m4r.

I have tried using finder/music/garage band on iPhone but I cannot find the way to transfer it from MacBook to iPhone.

How could I do?

MacBook Pro 13", macOS 10.15

However I have followed the support article but it didn't work. It can sync Albums, songs, playlists, movies, TV shows, podcasts, and audiobooks, Photos and videos but no Tones. and I have tried Garage bangs on both Mac and iPhone, they didn't work.

I'm not sure is it about os Catalina? Because the section Tones on iTunes was gone.
