Why was I charge 24.00 for an App that I deleted
I was charged 24.00 for an app that doesn’t work. I have since deleted it and I was still charged I want a refund
You must cancel the subscription before you delete an app.

If you buy something from Amazon with a credit card, or from any store for that matter, get it home, use it, decide you don’t like it and then throw it away, does that negate the charge on your credit card? I don’t think so.
Why in the world would you expect deleting a purchased app to make the charge disappear?
You were charged because you did not cancel the subscription.
Deleting the app does not automagically cancel the subscription.
