safari full screen always opens minimized

hi im wondering if anyone can tell me how to get safari to open in fullscreen on initial open, it used to and ive changed no settings im running Catalina 10.15.2 on a 2017 MacBook Air, ive tried all the oboes settings for example - How to Make Full Screen Mode the Default When Opening Mac Apps

1. Go to the  Apple menu and choose 'System Preferences' and then go to 'General'
2. Uncheck the box for “Close windows when quitting an app”
3. Close System Preferences.

nothing seems to work and although its not critical I find it really annoying
