i recently bought an Apple Watch series 3 second hand and it is in good condition with only a few scratches and a chip near the corner of the screen. The chip is not deep, more of a scuff but the screen is no longer shiny in that area. Would this affect its water resistance?

It shouldn't affect its Water Resistance, if it's not so deep.
But, please, if you can, visit an Apple Store for a Genius' opinion. Unfortunately I cannot check it.
