iMessage activation failed on new iPod touch

Any thought on how to resolve iMessage activation failure on my sons iPod touch 7 gen? ID and family sharing are complete but cannot revolve this particular problem

Have exactly the same problem, followed the suggested fixes provided by the link below. Also spent 20 mins online with Apple support repeating same process. Nothing has worked. Was finally advised to wait 24 hrs. This is now up and still doesn't activate iMessage. Have one very irate 9 year old and any further advice would be much appreciated.
