I have looked for hours...

how do I keep my phones uploading photos to iCloud but not stream iCloud photos or have ALL my photos across all my devices??

Please help. I am sure its a simple answer and I juts don't get it

If you have iCloud Photos turned on in a device, it syncs all photos on that device to iCloud and to and from any other devices where you have iCloud Photos turned on. The only option with iCloud Photos is the Optimize Storage option which can help reduce the space required on a device. See: Set up and use iCloud Photos - Apple Support
