I keep getting an error message when trying to use iMessage on my daughters new iPod. It will not let me log in.

My daughter just got a new iPod for Christmas. When I try to log in to send an iMessage I keep getting an error, iMessage activation failed. When I look it up all I see is to turn messaging off and on , but that isn’t an option.
