Hello,
My iPhone 7 was in the middle of updating to IOS 13 and has been frozen on the white apple logo page. I have plugged it in, pressed the home and power button and tried a variety of ways to fix it. I am unsure what to do. It as well will often go to an all black screen then 5 seconds later return to the white screen with black apple logo. What should I do to get my phone to turn on?

this to me sounds like a "boot lopped" device, best course of action would be to plug it into a laptop, with itunes, set it into recovery mode, and do a restore/update from there, that should fix the problem, if not, then bring it into an apple store, and they should be able to fix it/replace it for you
