13.3 update Why are the icons smaller

This happens everytime I do an update. For what seems to be an arbitray reason changes are made to the UI that make using my devices more difficult. This time the app icons are half the size they were before the update. I am not exaggerating, I have an old ipad that I am using for comparison. The same update on my iphone did not change the size of the icons.

I have difficulty seeing small text or objects without my reading glasses but have never needed them to see the icons on either device. So tell me, first what was the point of making this change? and second, is there an option somewhere that allows me to upsize the icons?
