New iPhone 11 stuck on updating iCloud settings

My new iPhone 11 is stuck on “updating iCloud settings.” I tried apple’s suggestion to force restart, but it won’t shut off. I still have the spinning circle.

I have the same problem. It was updating for over 4 hours. I managed to restart it by holding the right button and left lower volume bottom at the same time. Now I am back to ‘updating iCloud settings’ . Ugh!
