I was unable to update my child's birthday to the correct birth year. She's 14, but her Apple ID birth year puts her at 12 years old. When I logged into her iCloud account, it would not allow the changes even though I could correctly type in the birth year.
I'm unable to add her debit card to her Apple Pay in her phone Wallet because they think she is 12.

If the birth date shows she is below 13, you can't change it.
Apple ID - Update the birth date associated with
contact Apple ID Support.
Apple Support by e-mail or chat Work through the screens to get a chat option.
