Since purchasing a new/refurbished iphone 7, I can no longer access my music that had been previously synced from my PC that were not purchased via itunes. The majority of my music in my itunes library is from my private collection of downloads. I keep getting a message stating the above subject reference. In addition it states: If you use itunes match with your Apple ID, you cannot use itunes match, auto-download or download past purchases with a different Apple ID for 90 days. Then it gives me an option to press CANCEL or TRANSFER.

I have tried everything suggested and sync/un-synced my itunes library but the message still appears. There's only two devices used with this ID. My iphone 7 & my home PC. In addition, it's been more than 90 days since this message appeared so I'm at a loss and completely irritated by this.

I need help please!

iPhone 7 Plus, iOS 13

See Authorization vs. association - Apple Community for some background on association. Perhaps the device hasn't be disassociated from its previous user. Have you tried selecting the transfer option? See also this post on erratic syncing.
