Parental controls without Apple device

Okay, long story short. I used to be an iPhone user, models 4-6 but switched to a Galaxy note and haven't looked back.

One of my daughters wanted an iPhone for Christmas, no one else in the family has one.

How the heck do I setup parental controls without having two devices?

This seems like a very poor thought-out idea by Apple. Is there anyway for me to manage this phone or is it getting returned?

The problem with this method is that in order to create a child account I have to be logged in to an idevice myself.

Also, when a child sends a code requesting a certain app or extra time, it sends it to a device that I don't have.

I can't approve any of her requests because I don't have an iPhone myself.

That is correct - sort of, as a Mac would suffice and is not generally considered an "idevice" - however, your child's iPhone can be used as the device to establish the method. See "Set Content & Privacy Restrictions" in the above article, and note that step 2 refers to "This is my child's device". Do not consider, and do not think about using, any old Apple ID you may have had.

Also, when a child sends a code ...

This capability will not exist. The way for a child to request a certain app or extra time will be for her/him to hand you the iPhone and you would temporarily relax the restriction using the Screen Time passcode.
