I have version 5 apple I pad how come when I enter the verification apple sends me the code comes back invalid?

Why does apple say my verification code they send me to verify my e mail address always come back invalid?

When I retrieve my verification code and enter it it say incorrect verification code every time. What gives here? Trying to change my e mail address for IPAD. When I enter the verification code it repeatedly says incorrect verification code no matter how many different ones I put in. I know they are correct. What gives here?

"Apple verification codes can’t be sent to this phone number at this time" - Apple Error Message Despite of correct apple id and password and trusted device phone number which i am using, unable to get verification code. however continuously pop up appears that "too many codes send" try again later.
