How can I Recover my photos without my previous device?

How can I recover my photos, notes etc... without my iPhone 7. I lost my iPhone 7 on a vacation. It was lost and found at the hotel. They said they would mail it to me but haven’t received it. I lost that phone about a few months ago. And because of that I can’t recover any of my stuff on my new iPhone XR. Please help.
