Why doesn’t it give my money back

Wait until the next billing cycle. Apple does not provide instantaneous refunds. It will get credited to your credit card.
Have you tried signing out of the App Store/iTunes and back in to see if that refreshes your balance?
If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
So i refunded a app, it said it refunded it but my account didn’t receive the money back
