Live Photos stuttering and jumpy on iPhone 11 Pro

I am coming from an iPhone 6s with iOS 12.4.1 and now switched to an iPhone 11 Pro with iOS 13.3. The feature “live photos” worked perfectly fine and smooth on my old iPhone 6s, just like a short video clip. Now, on my new iPhone, the Live Photos are stuttering and look jumpy in the middle of the short “video”. Like there is a frame missing right after the photo which is used as a key photo. For example: if you shoot a live photo of a moving item and play it afterwards, the item will jump from one position to the next in the middle the video. This also ruins nearly every loop effect and makes this feature useless. Is that another bug of iOS 13 or does it have to do with the new iPhone? Anyone else experiencing this problem?
