Why are my iPhone 13 mini camera's Cinematic video, Photo and Portrait modes lagging/stuttering?

While using my camera's Cinematic video, Photo and Portrait modes, in the application itself (before taking any videos/photos), the screen lags/stutters a lot. On the other hand, the normal Video mode is smooth as butter (very big difference)! This lagging/stuttering happens in the video itself after I shoot it using the mentioned problematic camera mode - Cinematic mode.

I have tried to upload and open such lagging/stuttering video on my computer and it has this issue there as well. It seems the mentioned camera modes just don't work as expected. And also, no, I don't have opened apps in the background...

Is this even normal? What could be the problem?

Tutorials won't help, because I have an actual software/hardware issue (although I've already watched/read all tutorials related to this). I know that, because at the end my videos are lagging, no matter what camera option I tinker with, while reviewers produce smooth videos with their phones.

I hope it is a software issue that can be fixed in next system updates, or 1 of the hundreds of settings in the iOS.

For now, I want to try to fix it without sending my phone for repair.
