I have Home Sharing and AirPlay enabled on my Apple TV and Mac Book Pro. I have a USB DVD player connected to my Mac Book Pro and want to use my Smart TV to see the DVD. What do I need to do?

Home sharing is for streaming content stored within iTunes (or TV app). Airplay can't stream content from DVD's due to copyright.
What you have is a computer optical drive, and if you want to view physical media on your TV then you need to purchase a DVD/Blu Ray player that connects directly to your TV.

airplay disable the dvd and blueray copy protection so it's not legal to airplay the stream
the apple made dvd player app would never support it and display checkers on the screen
some claim air playing the vlc player playing the dvd would work, some say it's only some versions of the vlc player which works
bottomline is if you manage you're breaking the law no matter how much you purchased the dvd
