What is "documents & data" on the iPhone?

What is "documents & data" on the iPhone? I'd like to know how to reduce the "documents & data" space that is used on my iPhone. It's the blue bar that shows when syncing your phone on the computer. How can I reduce this? Thank you

Documents & Data: Safari Offline Reading List, files stored within installed apps, and app content like contacts, calendars, messages, and emails (and their attachments).
