Unable to purchase error when reatart my iphone

Whenever I restart my iPhone the error message “unable to purchase” pops up. I believe this is also causing issues with other apps but I cannot identify why the message is popping up.

I've had this issue ever since upgrading to iOS 13. I have reset my phone an restored but still there. I might have to bite the bullet and restart as a brand new phone. I have an iPhone X so it's only a couple of years old and not interested in upgrading.


Is anyone aware of a resolution or something they have done to resolve this?
