The Apple TV app didn’t show up on my Homescreen after my IPad updated to iOS 13. The App Store asks me to disable restrictions - which I have toggled on and off several times, along with a reboot. No luck. :(
Any other suggestions? I have a 6th gen IPad.

So the app (according to the first screenshot saying “ Open”) is there but just not letting you open it. If you can find it in settings, try deleting and reinstalling. It’s quite far down under Music

Turn screen time off, then restart your device, once it restarts repeat turning screen time off again.
Be sure you are waiting until the Apple Logo appears according to the instructions for your iPad model:

It didn’t work. Screen time has always been off. I tried turning it on and then off again before rebooting the iPad completely. Still no luck. Strangely enough, the Apple TV+ icon appears under the notifications tab but nowhere else.
That’s the strangest part! It doesn’t show up on the side panel at all. I figured something was wrong because it shows up on my iPhone. Even tried connecting it to iTunes to see if there was some possibility there.
Sorry, I missed the second part of your message. Went to iPad storage, deleted the app and reinstalled it. It’s working now.
