App Store not showing updates in 2nd user's account

I have two users in Catalina -- User 1 (admin) and User 2 (non-admin). I updated software in User 2. But User 1 does not show I have done so. So now I have to download the same (big) apps again!

Why doesn't App Store look to see what version is installed before downloading again?

Or why doesn't it update # of apps needing update on both accounts?

Thanks!

Hmm I would think updating the admin account first would carry over to Applications/ and any standard user.
