How do I create email folders on a 7th generation (2019) iPad? And move emails to those folders?

Most of your email “folders” will be synchronised directly from your email providers mailbox. If using IMAP, your folders will reflect the folder structure on your email server.
Dependent upon your email provider, you may be able to log-in using a webmail page - then add or delete additional non-core (i.e, inbox, outbox, trash etc.) folders from there.
