Its not really up to the Apple Pencil. The Pencil does not dictate what you can do in an App on the iPad, its the other way around. The App determines what the Pencil can be used for in it. More specifically whether the App the documents are opened in on your iPad supports the Pencil in a way that will allow you to sign the documents.

If its a PDF, you can use Markup or a number of PDF Apps to "draw" on the PDF. You can use this option to sign it.

If its a Word Document, Microsoft word will allow you to insert a drawing. You can use that option to "draw" your signature on the document as well.

Other Apps may or may not have these options.

Also, as mentioned previously, its down to the recipient of said documents whether they'll accept the "digital" signature on the document or not.

Your question should be whether or not the intended recipient of the “official documents” will accept an electronic signature - or whether they require a document to be printed for a “wet” signature. That we cannot say - or give definitive advice.

Only the recipient of a signed official document will be able to answer this question - as it will inevitably vary between recipients and the legal jurisdiction in which any “official document” is used.

I hope you find this helpful in steering you towards asking the right questions - of the right people.
