Iv noticed that when I type notes on my iPhone, they don’t sync to my MacBook. I have iCloud logged in on both devices (same account) and the note sync checked on both devices. It’s still doesn’t synced from phone to computer. My storage on iCloud is full though would this effect anything?

Yes when your iCloud storage is full, all sorts of things will not work (notes, contacts, message sync’ing) as well as your iCloud email will not be delivered to your inbox, your iCloud backups will fail, and file corruption can occur.
