within my mac finder / pictures folder - i have 2 libraries listed
new library (37GB) and also new library 2 (280 GB)
Would i be ok to delete 'new library' or would there be photos in this library that are not replicated in 'new library2' .....??

I would check inside both libraries first as there may be photos and videos on the 1st Library that are not replicated on the 2nd Library. If there are photos and videos that are on the 1st Library but not on the 2nd Library, transfer the photos to the 2nd Library or put them to another folder. Once you are happy with the Library and they are no photos or videos that are only on the 1st Library, then you can delete it.
