Is there a way to delete libraries when you open photos by pressing Option and photos. On my Mac there are several libraraies listed which do not appear on any of my hard drives.

Is there a way to delete libraries which do not exist but show up when I press Option and Photos

In the 'Choose Library' window if you click on a Library it will tell you the location of it.
