I am the Owner of my Ipad which has an activation lock.
How do I unlock the Activation Lock if I do not remember the original Password for setting up my Ipad.
I have the Passcode but have not retained the Original bill.

Assuming that you are the owner, and you have access to the email address that was used to originally set-up your AppleID, you can use this webpage to reset your AppleID username or password:
https://iforgot.apple.com/password/verify/appleid
Once reset - and your have regained access to your AppleID account - you will be able to release the Activation Lock and/or be able to reset your iPad and again “set-up as new”.
