Apple contacts Export to Outlook contacts

How do I convert my Apple contacts Contacts to a CSV file (UTF-8) to import into Microsoft Outlook Contacts? I have Contacts 12.0 and Numbers 6.2.1. I converted Apple contact files through Numbers to CSV UTF-8 but Outlook does not recognize the Numbers CSV UTF-8 file as Outlook CSV UTF-8 format.
