i cannot add fund to my account, it says contact itunes store support to complete this transaction

If you haven't already done so contact iTunes Support as instructed to do : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Get Support down the page)
