Can't set up Instagram account on my iphone 5s

I keep trying to set up an Instagram account on my old iphone 5s which has a new SIM and associated with my daughters new icloud account...

I go through the set up process and get to the final bit then it says "Your Account has been disabled for violating our terms...

But how if the account hasn't even been set up?

Help!

Is it the phone being old or something else?
