What am trying to do is receive iMessages on both devices. I have it on one of my iPads but on the new one I made a different Apple ID.

it seems like I could use phone number but can’t figure out how to add the number to iPad

You don't. Not unless you want to use the same iCloud account on both devices.

What exactly are you trying to do to connect these devices? They are not able to connect via Bluetooth, and connections between the two devices would depend on what you are trying to do.
