My iPod Nano will activate voice over and song/podcast skipping based on movement even thought these options are disabled.

I have the last generation iPod Nano. I have the voice over option disabled in the accessibility menu. Additionally, I have "shuffle shake" deactivated. However, while listening to my iPod, the voice over will frequently activate, and podcasts and songs will shuffle when I'm moving. I have tried doing factory resets, and the issues continue. It's very frustrating and I'd appreciate any assistance in diagnosing and correcting this issue.
