I cannot use my normal touch bar features,its stuck where it says desktop and if i open sfari it says that on the touch bar.I cant open the other features,if i press the arrow to open the full touch bar it Disappears and leaves the desktop and safari on touch bar.

Take a look over this support article: How to use the Touch Bar on your MacBook Pro - Apple Support. If you try running through the steps to customize your Touch Bar, is it responsive to change, and does it show the items you set to display in the Touch Bar? I would also recommend restarting your Mac, if its not something you do on a regular basis: How to turn your Mac on or off - Apple Support. And, check to see which macOS version you are using. If there is a newer version, consider updating to see if that helps solve the behavior: How to update the software on your Mac - Apple Support.
