IPhone 11 Pro Max display brightness

Just got this phone and the display brightness is too dim for me so I I’ve tried to make it a little more brighter but it keeps going back to a dimmer setting. I’ve turned off True Tone and the one that auto adjusts the screen turned on dark mode and even rebooted it but nothing makes a difference it seems to have a mind of its own. Is this an issue with the phone or the iOS ?

Thank you for posting in the Apple Support Communities. I understand you are having problems adjusting the brightness on your new iPhone 11 Pro Max.

It sounds like auto-brightness may be enabled.

"You can turn auto-brightness on or off in Settings > General > Accessibility > Display & Text Size."
