ECG requires that Both the country where purchase has given government approval for ECG, And the country where the Apple Watch is being used has also given government approval for ECG. Dubai has NOT approved the ECG app.

Also your warranty is not international, so any warranty repairs would have to be returned to Dubai.

I believe so, yes. I purchased my Apple Watch in the United States over a year ago, and have had no issues at all using it in the U.K. and anywhere else.
