Boot Camp Could not locate the OS X boot volume still broken in Catalina! Where's the FIX?

When I click on "Restart in OS X..." from the Boot Camp icon in Windows 10 I get the "Could not locate the OS X boot volume" error. This issue has been present since at least High Sierra and continues to persist today, in Catalina! Every support article written about it in Apple support and on the web only tells you to press option while rebooting, so you can select the OS Volume there. This is a work around and not a fix! A fix would make it so that when you click "Restart in OS X..." it would RESTART in OS X.

So, Apple.... Where is the FIX? I think 2 years is more than enough time to have resolved this but I see no indication that you are taking any steps to understand the problem nor find a solution.

If this is not fixed by the time I need to buy a new computer that new computer will not be an Apple.
