My apple store and itunes are disabled

Every time I try to download an app it keeps saying I am unable to get it because my apple and itunes stores are disabled

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
