Are you using the original power cube? Check it again and if it is, it'll look like that:
And if you are using it while charging it may may not charge properly due to movement of the cable. I always use a stand, you can check one here or recheck the adapter.
Is the iPad connected to a computer as opposed to the higher power charge cube? If so, the computer may not be providing sufficient current to charge the iPad, but the iPad does sense it is attached to power.
