No we can't, you know that these are user forums and that we are just fellow users, we obviously don't have access to your account. Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
