Hello I have a balance on my Apple ID account of 2.51 dollars that it prohibiting me from changing region on my Apple ID account ... can u pls help me to do the change

You are required to spend any money on the account before changing regions. If you are not able to spend the money you can chat in with iTunes support and they can help with removing the remaining balance: https://getsupport.apple.com/?caller=psp&SG=SG005
