Can I connect my Apple TV to my Vizio TV and if so, how?

Oops, then I’m confused by the article , I copied what the page was showing from this:

and the title of the article said: Devices you can use with the Apple TV app and Apple TV+

The title is referring to the app and devices that can access the service, which would include using airplay. When you follow the link to see the supported models you will note there are separate headings. The first one reads Apple TV app supported devices and the second says Airplay 2 enabled TVs. You pasted models that were listed under the latter.

It is unlikely that your model would be getting the app, even if it becomes available to Vizio TVs. Your option would then be to get a supported streaming device, like Apple TV, Roku or Firestick.

You continue to list models that support airplay 2, not the app, and is confusing users.
