No ‘other apps’ option under Face ID

I purchased a new iPhone XR this morning. It's running 13.3 (just updated a couple hours ago). There is no "other apps" option under Face ID & Passcode. My wife's X is also running 13.3. Everything is identical in her phone under Face ID & Passcode. I'm not able to use Face ID with any apps.

We're on the phone now with Apple Support, and the agent also can't figure it out. I see that other people have had this issue, but there doesn't seem to be a solution.

Hello fxdwg365 and welcome to Apple Support Communities.

I see you have a concern about there not being an Other Apps option at Settings > Face ID and Passcode

Use Face ID on your iPhone or iPad Pro - Apple Support

"You can use Face ID to sign in to apps that support signing in with Touch ID. Here's how:

    1. Open the app and tap sign in.
    2. If asked, allow the app to use your username or password.
    3. Glance at your iPhone or iPad to sign in.

To see and control which apps use Face ID to sign in, go to Settings > Face ID & Passcode and tap Other Apps.

If you’re using an app that supports Face ID but aren’t prompted to use Face ID to sign in, then you might need to manually sign in to the app first."

The Other Apps option will only show in the Settings app if you have approved other apps to access Face ID through the other app. Note that not all apps that require sign in support Face ID and you may need to manually sign in to an app before you get the option to enable Face ID.

Cheers.
