I cannot download any apps and every time I try it says “ iTunes and App Store account disabled “

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
