my iphone 7 wont update to ios 13
bought a iPhone 7 from a friend I had it working good but I rested the phone now it wont go pass the activation part and I tried to update it wont let me updated

I have read your post carefully and have attempted to decipher it so that I can understand it. Thank you for posting and I am assuming what you meant is that you bought an iPhone 7 from a friend and it was working initially. Then you reset the iPhone and you are unable to activate it.
If the things that I assumed above are accurate then what is happening is that your iPhone is still listed under your friend's Apple ID. Tell your friend to remove your iPhone from his/her Apple ID so that you can activate it. Once s/he removes your iPhone from his/her Apple ID then you will be able to activate it. GOOD LUCK.
