II would like to request a refund that vpn 24 Pro was renewed 1 year subscription without my consent and ₹2399 was deducted from my account.

If you no longer want the subscription I assume you've now stopped its auto-renewal.
Purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
