MacBook Air defaults to requiring password

my MacBook is ignoring the request to change the setting: Require password... after sleep or screen saver begins. It keeps defaulting to 'immediately'. I have unlocked the setting, and accepted the 'turn off screen lock', but it does not allow me to untick the box or change the time for requiring a password. Very annoying. Help!
