How to stop macOS from deleting item immediately?

How to stop macOS from deleting item immediately? I would like to have the option of reviewing my trashed items instead of removing them immediately.

Have tried the "sudo rm -ri ~/.Trash" command on Terminal suggested by https://www.macworld.com/article/3054001/how-to-stop-os-x-from-deleting-trashed-files-immediately.html but it says "Operation not permitted". Also tried doing so on individually mounted drives but it says "No such file or directory". (See screenshot)
